The Limerick Blogger was unique in that it got two whole pages due to the length of the sample post submitted.

Personally I think it was the best post on the blog by me to date.

Anyway, you will need Macromedia to read this.

Litter laws a nice little money spinner for city council

Saturday, April 26th, 2008

There are benefits to having stict litter laws. The obvious reason being that it stops illegal dumping on areas of housing estates where children are likely to play. Coming down on illegal dumping also prevents rodent infestation.

Another benefit is curbing unsightly postering of city buildings and streets. Removing such materials from property can be very time consuming and expensive for those who take pride in the look of their business.

But it would seem that City council seem to put more emphasis on making money rather than going after litter louts and illegal dumpers.

People who have unscrupulous landlords, for example, who include refuse collection in rent and then go on to duimp waste illegaly, are being burnt simply because some litter warden found a phone bill in a pile of rubbish and is quick to fire off fine notices and solicitors letters without first investigating these incidents.

The worst case was in 2006 where a litter warden found a woman’s documents in the north east of the country and issued a fine, and subsequently brought her to court. The reason the woman’s documents were found dumped was that her handbag had been snatched on the street and the thief threw it away after making off with her money. The case was subsequently thrown out and the local authority involved was admonished by the presiding judge in the case.

Limerick City Council came upon a new way of making money through the Litter legislation recently. The council sent out surveys to people asking how they disposed of their rubbish. Those that did not respond to surveys were subsequently dragged before the courts.

It would have been quicker for the City Council to access the records of the refuse collection companies and fine those who did not have a subscription to one of these services.

The two people who were featured in this week’s Limerick Chronicle, having appeared before the Litter court for not responding to the city council’s survey, are subscribers to a refuse collection company.

However, because they didn’t respond to City Council’s survey, they were find in total to the tune of €750 as well as being ordered to pay nearly €400 in legal costs owed to the council.

There is a fine line between ocming down hard on those who have disregard for the environment and community, and over-zealousness in executing one’s duty. Engaging in the latter will serve only to alienate people and ferment mistrust in the community for local authority officials.

Limerick City Council made a killing on two families who are hard stretched enough as it is without having to pay massive amounts of money for not replying to some stupid survey, the results of which could have been obtained at a lower cost to the council by going to the various companies and checking who was and who was not disposing of waste properly. The council should know who these companies are given that they issue them with their licence.

Following a deluge of complaints from locals, the work has now been rescheduled for earlier in the day, with power hopefully restored in time for the matchf.
